About the Evaluation
The evaluation will focus on observing the change
process in six pre-service preparation programs and the role of
counselors in the schools. The design includes four sub studies:

A partners/implementation sub study that
focuses on documenting and analyzing institutional changes that occur
in the participating university counselor preparation programs and
their partner school districts.

A policy sub study that focuses on analyzing
state and local contexts for postsecondary education change, including
an analysis of the costs associated with new efforts in counselor
preparation.

A practices sub study that involves the use of
the Multi-Attribute Consensus Building (MACB) technique to identify a
core set of skill and activity indicators related to both counselor
educators and the context in which they work, and "newly minted"
counselors and the school context in which they practice.

The preliminary design for a products/impact
sub study that will examine both changes in the role and
responsibilities of school counselors as well as students' school and
post-school outcomes. Baseline data will be collected during this sub
study.
Data Collection Methods
- Annual onsite visits to each funded partnership
- In-depth phone interviews with lead university/district site
persons twice a year
- Written network surveys of faculty in participating universities
and schools every other year
- Written surveys of "newly minted" counselors in year 3
- Consensus-building sessions each year using the Multi-Attribute
Consensus Building (MACB) process
Evaluation Products
The evaluation findings will be shared with a variety of
audiences, including higher education institutions that prepare school
counselors, state departments of education, local school districts and
national- and state-level education policymakers.
An early findings report is expected at the end of 2000
and an initial indicators document will be available at the end of 2002.
A final indicators document and a final report are anticipated in 2004.
