The efforts of the six Wallace Foundation-funded universities (and to a lesser degree an additional 25 schools that implemented the TSCI without grant funding) provide a picture of what transforming a school counseling program actually looks like and what sorts of resources it requires.
Attracting a New Breed of School Counselors into the Profession (2002) Patricia Seppanen and Margot Laird

In this paper, we present data regarding the recruitment and selection processes in use at the six school counseling preparation program sites as of spring 2001 when they were in their second implementation year.

Implementing a Vision for Change in Schools: Creating a Cadre of Advocates for Student Success (September 2002) Heidi Barajas, Karen Seashore Louis, and Daniel Pepper

This paper is a progress report on the second programmatic activity-enactment of new vision policies and practices-and complements others that focus on the first two activities of the Transforming School Counseling Initiative (TSCI).

State Policy Context for Transforming School Counseling: A Five State Review (2002) Angela M. Eilers

The state policy context of the TSCI is essentially a story of political process; it is a process of gaining support and then institutionalizing a newly-formed vision for the role and function of a profession within the institution of education. As such, the framework for analysis of this paper on state policy context draws from macropolitical processes as a way of examining practices and actions of key state stakeholders.

Cross-Sector Partnering for Co-Reform of School Counselor Preparation and Practice (2002) Patricia S.Seppanen and Jane L. Schleisman

Using the work to date of six sites that received grant funds from the WRDF, in this report we analyze the common types of university-school district relationships used to stimulate and shape the co-reform of school counselor preparation programs, the practice of school counseling in public schools, and state policies that support the transformed role of a school counselor.

Resources for Change Year Two: Maintaining Change (2002) Leonard S. Goldfine and James C. Hearn

This paper is an addendum to last year's study on resource usage titled Resources for Change: Understanding the Costs of the Transforming School Counseling Initiative (TSCI) (Goldfine & Hearn, 2001). That study identified how resources, both monetary and non-monetary, were utilized by the six funded sites during the first year of funding.

Changing Curriculum Paradigms in University Professional Schools (2002) Lisa M. Jones, Molly Gordon and Karen R. Seashore

This paper describes the story of the six sites, their understanding of the university contexts in which they attempted to create institutionalized change, and the five different strategies used by the TSCI project directors to establish a reformed school-counseling program.

The Content of Program Syllabi as a Measure of Curriculum Transformation (2002) Katie S. Saije, Patricia S. Seppanen, and John L. Romano

Using the work to date of five of the six sites that received funding from the WRDF, this paper presents an analysis of the content of course syllabi in use during 2000-01 as one measure of the extent to which these sites have transformed the focus and content of their curricula.

Partnerships as a Vehicle for Change (2001) Patricia S. Seppanen, Jane L. Schleisman and Vanessa J. McKendall

The primary purpose of this paper is to document and analyze the range of promising partnership relationships established at each of the six TSCI sites to date. Pat Seppanen, Jane Schleisman, and Vanessa McKendall summarize and discuss the overall characteristics of partnering relationships and the issues that appear to mediate their effectiveness.

Resources for Change: Understanding the Costs of the Transforming School Counseling Initiative (2001) Leonard Goldfine and James C. Hearn

Leonard Goldfine & James Hearn present an examination of resource usage patterns associated with TSCI. Four patterns will be explored. First, the cost analysis literature is examined as it relates to reform of school counseling programs. Second, a model of resource use in this kind of initiative is presented. Next, the data collected across the six TSCI sites are interpreted in light of the model. The paper concludes with an examination of implications of the model and findings for practice and research.

Changes in Counseling Preparation Programs' Early Findings (2001) Mera Kachgal, John L. Romano and Jamie Peterson

According to The Education Trust the implementation of a reformed model requires extensive changes in existing university preparation programs for school counselors. The heart of the TSCI concerns changing university curricula for school counseling students, many of whom have traditionally been trained within departments that are focused more heavily on community counseling and remedial interventions. Mera Kachgal, John Romano, & Jamie Peterson provide a cross-site examination of curricular change.

Districts and Schools as a Context for Transformed Counseling Roles (2001) Karen Seashore, Lisa M. Jones, and Heidi Barajas

This paper presents the preliminary implementation stories from a set of six school districts that are cooperating with partner universities in efforts to "transform" the role of school counselors. The stories are relatively unique because the voice of school counselors has rarely been examined in the burgeoning research on school effectiveness and improvement.

Intradepartmental Political Dynamics: Faculty Leadership During Curricular Reform (2001) Leonard S. Goldfine

School districts and university faculty must find common ground to build strong partnerships and construct a new curriculum for a reformed counselor role. Each group has its own unique dynamic. This paper examines the interpersonal dynamic of the university faculty within the scope of this curricular reform.

Changes in School Counseling Graduate Students: Recruitment and Selection (2001) Mera M. Kachgal and John L. Romano

The Education Trust believes that "change is in the air" for the school counseling profession although it is not clearly articulated. To capitalize on and catalyze the energy for change, the Education Trust includes a substantive focus on active recruitment by graduate training programs of students committed to a transformed school counseling role. This paper examines the recruitment efforts of the six sites.
