Center for Response to Intervention in Early Childhood (CRTiEC)

The mission of the Center for Response to Intervention in Early Childhood (CRTiEC) is to reduce the number of children with reading problems by increasing the number of children entering school with knowledge and skill in early literacy and language.

CRTiEC has moved to the new Urban Research and Engagement Outreach Center (UROC) in North Minneapolis.

About CRTiEC

  • We know that children who read well in the early elementary grades are more likely to be academically successful and thrive in later life – and we know that children who acquire early literacy and language skills before kindergarten entry are more likely to read well in the early grades.
  • While much is known about early literacy and language and how to promote their development, for too many children, identification of literacy and language delays is coming too late—resulting in life-long reading problems.
  • We need evidence-based approaches for early identification and intervention of literacy and language problems that can be implemented by early education professionals.

What will CRTiEC do? 

Through a 5-Year Cooperative Agreement with the National Center for Special Education Research, Institute of Education Sciences in the U.S. Department of Education, we will:

  • Carry out Research on Interventions for children not making progress in the general literacy and language curriculum in preschool.
  • Carry out Research on Progress Monitoring Measures linked to literacy and language development and interventions.
  • Disseminate Findings to practitioners, policymakers and researchers.
  • Provide National Leadership on implementation of RtI for young children in literacy and language.

Work in Minnesota will focus primarily on improvement and refinement of assessment practices, building on our past work on Individual Growth and Development Indicators (IGDIs) and related tools:


Project Update - Fall 2009

  • October 28, 2009: CRtIEC hosted the 3rd network meeting for local Minnesota professionals to build, develop and refine existing RtI models. Attendees discussed features of a mission for a Minnesota RtI model, viewed current perspectives from the field in the areas of measurement, intervention, what we can learn from RtI in K-3 and Experience in the field.

  • During the week of October 13-17: Alisha Wackerle-Hollman, Tracy Bradfield, and Scott McConnell participated and presented at the First Annual RTI Early Childhood Summit and the National Conference for the Division of Early Childhood (DEC) in Albuquerque, New Mexico. Scott presented with a panel of measurement experts on the promising practices and remaining challenges in screening and progress monitoring. At DEC Tracy, Alisha, and Scott presented a session titled All New IGDIs Development and Applications with an Early Childhood RtI Model. Scott also presented with a panel (including Ruth Kaminski, Howard Goldstein, Judy Carta and Charles Greenwood) from CRtIEC titled Response to Intervention in Early Childhood a Research to Practice Roundtable.

  • October 2009: CRTiEC's data collection efforts are now underway with two simultaneous studies. The first, a Tier-1 assessment of quality classrooms is occurring in 17 early childhood classrooms with 4 and 5 year-old age students. The second, the Phase 2 refinement study for the new IGDI measures (in the areas of Oral Language, Alphabetic Principle, Phonemic Awareness and Comprehension) will collect data to reflect the validity of the new IGDI measures. Both studies began in the beginning of October 2009 and will continue through the course of the 2009-2010 academic year. We are now up to 17 classroom participants.
