that integrates the business and
marketing education, human
resource development and adult
education, and comprehensive
WHRE programs from the
Department of
Work and Human Resource
Education (WHRE) into the
department formerly known as
Educational Policy and
Administration (EdPA). The
name of this new department is
Organizational Leadership,
Policy, and Development (OLPD).

I grew up with an intense interest in global affairs, although I started my professional
career as a social studies teacher in an elementary school. Eventually, as I moved
into higher education, my focus shifted from preparing teachers to comparative international
development and the internationalization of school curricula. I’ve lived in Japan,
England and Thailand, and in the process have learned as much about our culture
as the ones I’ve visited and studied. The vast majority of the work I’ve done in
the last 20 years has focused on Asia, which was preceded by work in Eastern Europe
and the former Soviet Union.
I’m particularly interested in the topic of educational reform,
although my major research emphasis is on citizenship education. I directed the
nine-nation Citizenship Education Policy Study from 1993-1998. It involved policy
leaders utilizing a Delphi cultural futures methodology, a consensus building process.
Additionally, I just completed a three-year study exploring the development of civic
values in 14-15 year-olds in six Pacific Rim societies. These have led to follow-up
projects in civic education in the Pacific Basin, including a three-year linkage
of the University of Minnesota’s College of Education and Human Development and
the College of Natural Resources with the Hong Kong Institute of Education in China.
The focus of this U.S. Information Agency College and University Affiliation Project
is education for citizenship.
I enjoy teaching, which is enriched by the opportunity to undertake
wide-ranging research into fundamental questions of global concern. I’m more interested
in working with students than moving into administration. I believe it’s important
for students to gain hands-on experience in research, both to demythologize the
rigors of international research and to prepare them for their future careers. Nothing
compares to taking an active part in a research team.
