New Department:
Organizational Leadership, Policy, and Development

Effective July 1, 2009, a new department has been created that integrates the business and marketing education, human resource development and adult education, and comprehensive WHRE programs from the Department of Work and Human Resource Education (WHRE) into the department formerly known as Educational Policy and Administration (EdPA). The name of this new department is Organizational Leadership, Policy, and Development (OLPD). Evaluation Fellows Program (EFP)

REFORMING THE WAY WE REFORM: Learning Together With and From Educational Leaders, Evaluators, Funders and Policy Makers

The Evaluation Fellows Program (EFP) for 2009-2010 is a year-long, experiential, cohort-based professional development program for approximately 20 educational leaders, evaluators, funders, and policy makers/implementers. The EFP is unique in bringing together the particular perspectives of each of the four categories of fellows to collaboratively address the overlap of school reform and program evaluation with the support of University of Minnesota faculty and visiting scholars. Fellows will learn from and with each other and with faculty, researchers, and visiting scholars as they:

  1. Increase the capacity of educational practitioner-fellows to document and evaluate the effectiveness of educational reform efforts.
  2. Increase the capacity of evaluator-fellows to understand evaluation issues unique to the evaluation of educational reform efforts.
  3. Increase the capacity of funder-fellows to support grantees in documenting the outcomes of educational reform efforts in ways that foster organizational learning and improvement.
  4. Increase the capacity of policy-maker/implementer-fellows in understanding the appropriate use of evaluation in informing policies relating to educational reform.
  5. Create new knowledge about how to engage people in evaluating educational reform efforts to advance public dialogue, policy change, and improvement.

The EFP begins with an initial day and a half orientation retreat, followed by monthly 4-hour, intensive, facilitated learning experiences. Fellows will have unique access to key leaders and resources in the field—both those at the University of Minnesota and distinguished visiting scholars. Key readings and other resources will be provided as fellows look at best practices in our two fields of interest. Fellows will have the opportunity to design and implement a small group project and individualized technical assistance from experts at the University and in the community will be provided.

All expenses will be paid for Fellows, including participation in an exceptional annual conference—the Minnesota Evaluation Studies Institute (MESI).
