Leadership, Policy,
and Development
Effective July 1, 2009, a
new department has been created
that integrates the business and
marketing education, human
resource development and adult
education, and comprehensive
WHRE programs from the
Department of
Work and Human Resource
Education (WHRE) into the
department formerly known as
Educational Policy and
Administration (EdPA). The
name of this new department is
Organizational Leadership,
Policy, and Development (OLPD).
It will offer exciting
opportunities for collaboration
and interdisciplinary education

Curriculum for the Higher Education Doctor of Education (Ed.D.)
Cohort
Program
Coursework
The 65 credits (minimum) of coursework for the Ed.D. cohort program in higher education will consist
of:
- 41 new semester credits distributed among courses in higher education and
research methodology;
- 12 credits in a supporting program (coursework taken in areas outside
the Department of Organizational Leadership, Policy, and Development
(formerly EdPA); and
- 12 thesis credits, associated with the completion of the doctoral research
project.
Students are permitted to transfer up to 12 credits of previously completed graduate-level
coursework in education or related areas, subject to the approval of their faculty
adviser, the director of graduate studies, and the Graduate School. These credits may be applied
to the coursework listed above.
Curriculum

Fall and spring classes will meet on Friday and Saturday, approximately once
a month. Summer courses will be offered each year in an intensive, two-week session
near the end of June.

Course Descriptions
EDPA 5001—Formal Organizations in Education (3 cr)
Presents classical and contemporary theories of
organizations and their applications in higher education and
related fields.
EDPA 5056—Case Studies for Policy Research (3 cr)
Qualitative case study research methods and their applications to educational
policy and practice. Emphasis on designing studies that employ open-ended
interviewing as primary data collection technique.
EDPA 5080—Special Topics: External Relations and Higher
Education (3 cr)
Institutional branding and public relations, town-gown
relations, crisis management, development and advancement,
alumni relations, and federal/state lobbying.
EDPA 5080—Special Topics: Statistics Literacy (3 cr)
Focuses on how to read and interpret statistical data to
inform institutional decision-making.
EDPA 5080—Special Topics: Action Research (3 cr)
Introduction to methods of action research, focuses on study
planning, and collecting/analyzing data to address various
institutional problems.
EDPA 5701—U.S. Higher Education (3 cr)
Presents historical and contemporary perspectives on higher education in the United
States, with emphasis on the structure, history, and purposes of the higher education
system as a whole.
EDPA 5704—College Students Today (3 cr)
Focuses on college student development, curricular and extracurricular activities,
and student-faculty interaction in colleges and universities.
EDPA 5721—Race and Ethnicity in Higher Education (3 cr)
Review of research. Theoretical frameworks, methodological
perspectives, and research strategies used to study
students, staff, and faculty. Historical perspectives.
EDPA 8702—Administration and Leadership in Higher Education (3 cr)
Examines issues of leadership, governance, and administration in higher education
through theoretical perspectives and practical analysis. Topics include planning,
change, decision making, organizational culture, budgeting, and conflict management.
EDPA 8703—Public Policy in Higher Education (3 cr)
Presents theories, analytic methods, and critical issues in higher education at
the state and national levels. Issues include equality of educational opportunity
and access, affirmative action, system-wide governance and coordination, research
funding, student financial aid, and public accountability.
