New Department:
Organizational Leadership, Policy, and Development

Effective July 1, 2009, a new department has been created that integrates the business and marketing education, human resource development and adult education, and comprehensive WHRE programs from the Department of Work and Human Resource Education (WHRE) into the department formerly known as Educational Policy and Administration (EdPA). The name of this new department is Organizational Leadership, Policy, and Development (OLPD). By the time I earned my first doctorate in 1960, I experienced several “lives”. First an idyllic youth in Czechoslovakia and then Nazi occupation, followed by a brief encounter with reborn democracy that was interrupted by long Soviet rule. The next life was of a refugee in West Germany, following my escape from Czechoslovakia that was in turn followed by immigration to the U.S. where I was able to complete my interrupted university education. Eventually I came to the University of Minnesota as student, earning both my M.A. and Ph.D. degrees in Political Science and European Area Studies. Soon upon arrival I joined the International Student Advisor’s Office with which I was associated until that office was expanded to become the Office of International Education. I received an academic appointment as Assistant Professor after completion of my Ph.D. degree which enabled me to receive several Fulbright grants in the Philippines, Japan, and Czechoslovakia. These appointments allowed me to live and travel widely in countries such as Hong Kong, Japan, the Philippines, Korea, Indonesia, Malaysia and other countries of Southeast and East Asia. I began to develop an interest in internationalization of higher education from systems perspective, and attempted to develop an integrated cross-cultural approach to international and cross-cultural relations. This involves not just a juxtaposition of different academic disciplines and cultures, but integration of approaches and concepts. I am also interested in finding common ground between various cognitive approaches to knowledge.

After the break-up of the Soviet Union I was able to return to Czechoslovakia as Fulbright Visiting Professor; that country also awarded me ex post facto the doctorate from which I was expelled by the communist regime. Later I was appointed Honorary Consul of the Czech Republic for Minnesota, Iowa and North and South Dakota.

As a recently retired faculty member, my student advising and teaching responsibilities are limited. But I’m eager to continue undertaking research that is relevant to my teaching, and to maintain networks that will be of help to this department and the University. I am member of a joint Task Force of NASULGC (National Association of Land Grant Colleges and Universities) with the World Bank on various development approaches to Higher Education I’ve always been very student centered, and look forward to meeting new students as well as maintaining ties with graduates. One of the things I’ve always loved is how much I learn in dealing with people!
