Process for students to meet licensure rule requirements
- Applicants for licensure must minimally hold a baccalaureate degree and a valid elementary, secondary, or K-12 classroom teaching license or satisfactorily complete and demonstrate the standards of effective practice, and,
- Satisfactorily complete the core knowledge and skills for special education professionals, and
- Satisfactorily complete the disability specific knowledge and skills for special education professionals.
'Satisfactory completion' is defined through a series of reviews including:
- Accomplishment of course objectives and/or outcomes as described within each of the program areas of study including: 1) standards of effective practice or an existing and valid classroom teaching license, 2) special education core and, 3) disability specific program of study).
- Presentation of the applicant's professional portfolio to the academic advisor and/or a review panel that includes minimally one master teacher and two university program representatives (deaf/ hard of hearing program).
- Recommendation for licensure by the school-based and university-based supervising teachers as evidenced on the evaluation forms.
- Review and approval of licensure application forms by the university faculty adviser, the special education licensure coordinator, and the dean or his designee within the College of Education and Human Development.
License application process:
The application packet should contain the following and be handed in to the Special Education Office. Once complete turn entire packet in to Anna Paulson(for DHH) or Mary Beth Kelley(for LD, EBD or DD) for review, we will forward it through the process from there. Reminder: 6-8 weeks is the average turn-around time for the licensing process to be completed. Don’t delay in applying.
FOR INITIAL LICENSURE:
- Official transcripts in sealed envelopes from all other institutions you have attended since admission to the program.(Have the transcripts sent to your home address and then include the transcripts in the application packet. Do not send the transcripts to the university.)
- Completed fingerprint card
- MN Teacher Licensure Exam (MTLE) -- Basic Skills Test: Reading, Writing, and Math

SCPI results:
-- Full licensure requires SCPI rating of Intermediate Plus or higher
-- Oral/Aural licensure requires SCPI rating of Survival OR
six (6) semester credits of American Sign Language
- Copy of Application checklist/receipt and form ED# 02414 from the online application – you must apply online.
- Please note that we will have 60 days from when you submit your online application -- this means that you must make sure all requirements are complete and tests have a passing score before you fill out the online application.

NOTE: when registering for the MTLE have scores sent to the University of Minnesota. Do not fill out the online application until you have received your official score report, submit a copy of your official score report with your application.
MTLE is the new testing requirement for the State of MN as of September 1st, 2010. For rules regarding the policies for acceptance of previously taken PRAXIS tests see the MN Department of Education site.
FOR ADDITIONAL LICENSURE:
