CASCW administers the Title IV-E MSW Stipend program. We provide a source of educational funding to newly admitted or returning MSW students who demonstrate commitment to the field of public child welfare. All applicants must hold U.S. citizenship or permanent resident status. Full- or part-time students are eligible to apply. IV-E students are required to select the Family and Children's Concentration.

Instructions for filling out the application

The application materials are PDF documents and contain all instructions and application forms. The application form is designed to be completed electronically and emailed to Liz Snyder at snyde276@umn.edu.

Please note: When submitting your application for the Title IV-E Stipend, or other types of aid available from the School of Social Work, make sure that you also provide the School's Student Services Office with a 2012-13 SSW Student Financial Aid Application Form.  The form will be available on the Graduate Student Financial Aid web page by the first week in March.

Frequently Asked Questions

What is Title IV-E or "public" child welfare?

Federal Social Security Title IV-E funds subsidize child welfare services to keep children in their families when possible, provide permanency planning services, or out-of-home placement. Public child welfare services are those provided by state or county child protection, foster care, adoption and family services agencies. By providing Title IV-E educational support to MSW students, CASCW seeks to improve the quality of public child welfare services.

How can I find out exactly what a public child welfare social worker does?

Before beginning the application, you may want to view a video produced by the School of Social Work, University of North Carolina-Chapel Hill.  While there would be some differences if you worked in a Minnesota county agency, basically the job responsibilities would be the same.  If you decide to complete the application, you will be asked to give us your reactions to the content of this video. A link to the video is also provided in the application form.

How do I apply for the MSW Title IV-E Stipend?

All M.S.W program applicants are eligible to apply. Receipt of the stipend is dependent upon admission. Application materials can be found here. The Title IV-E application generally consists of a series of short essays that seek to evaluate each applicant's commitment to public child welfare employment and culturally sensitive practice.

How much funding does the Title IV-E Stipend provide?

Financial support varies each year, depending upon CASCW's access to federal matching funds. We expect to support child welfare students with $5,000 per semester for 3 or 4 semesters depending on student program. Stipend awards are contingent upon the Center's receipt of Title IV-E funding. The Title IV-E budget and University educational costs for 2012-13 are not known at this time.
