New Department of
Organizational Leadership,
Policy and Development
Effective July 1, 2009, a
new department has been created
that integrates the business and
marketing education, human
resource development and adult
education, and comprehensive
WHRE programs from the
Department of
Work and Human Resource
Education (WHRE) into the
department formerly known as
Educational Policy and
Administration (EdPA). The
name of this new department is
Organizational Leadership,
Policy and Development (OLPD).

Doctoral Degrees (Ph.D., Ed.D.) with Specialization in
Agricultural, Food, and Environmental Education
What Will My Program Look Like?
The Ph.D. requires 60 course credits and
24 thesis credits. Course credits include a minimum of 12
credits in general aspects, a minimum of 20 credits in research,
and a minimum of 16 credits in the specialization. Course
credits must also include 12 elective credits and 12 credits
from outside the department, which may overlap with those in
general aspects, research, and the specialization. More about

The Ed.D. requires 60 course credits and
24 field study credits (thesis credits). Course credits include
a minimum of 12 credits in general aspects, a minimum of 11
credits in research, and a minimum of 28 credits in the
specialization, 4 of which must be internship credits. Course
credits must also include 12 credits from outside the
department, which may overlap with those in general aspects,
research, and the specialization. More about the Ed.D. can be

Admission Requirements
The preferred performance levels of the applicants we seek
include:
-
an undergraduate GPA of 3.0 or higher (on a 4.0 scale);
-
a post-baccalaureate GPA of 3.4 or higher (on a 4.0
scale);
-
GRE (IMPORTANT: Changes
to the GRE Testing System) scores of 450 or higher on the verbal and
quantitative components; and
-
an English proficiency test score (if a non-native
English speaker) of 550 (213 on the computer-based test) or
higher for TOEFL, 80 or higher for the MELAB, or 6.5 or
higher for the IELTS.
NOTE: International applicants whose native language
is not English are required to take a test of English
proficiency. Applicants may submit scores from the Test of
English as a Foreign Language (TOEFL), Michigan English Language
Assessment Battery (MELAB), or International English Language
Testing System (IELTS). International students who will have
completed 24 quarter or 16 semester credits (within the past 24
months) in residence as a full-time student at a recognized
institution of higher learning in the United States before
entering the University of Minnesota are exempt from the testing
requirement, but may be asked to take locally administered
English tests after arrival on campus.

Contact the director of graduate studies if you have old GRE
scores that can be verified. Students who have taken the GRE
within the last 5 years may request their scores be sent to the
University of Minnesota. The Institution Code for the University
of Minnesota, Minneapolis/St. Paul campus is R6874. Department

Applying to the Program
You

Students who have been registered previously in
a graduate program at the University of Minnesota should
complete a
Change of Status form [PDF] rather than fill out an
application form. Students who wish to pursue an M.A. and a
doctorate simultaneously may do so by requesting simultaneous
admission. The faculty strongly recommend that students who wish
to pursue a doctorate earn a master’s degree first.
