APR Report Designer—Participation Custom Setting Results

What the "APR Report Designer: Participation" looks like when you run the report with the Custom setting displaying values in increments of 5% starting at 70%:

Users will notice that when viewing state data by using custom settings to start at a certain data point, all states with values under that point will return “not included in report” (in this example, see the grey states).
