University of Minnesota Partnership with The MasterCard Foundation Learn, Earn, and Save Initiative
Strengthening programs, products, and services for youth in Sub-Saharan African to integrate access to finance, business skills, employment or self-employment with educational opportunities.
A team of faculty and graduate students from the University of Minnesota (UMN Team) have embarked on a six-year (2011-2017) evaluation collaboration with The MasterCard Foundation to assess the overall impact of non-formal and formal youth entrepreneurship education initiatives on marginalized youth. The UMN Team is developing and implementing a common framework for assessing the impacts of program activities on the lives of participants in Kenya, Tanzania, and Uganda. This partnership provides a unique opportunity for engaged, intercultural and interdisciplinary scholarship addressing the global issue of youth unemployment and poverty alleviation.
This site provides an overview of the design of this multi-country youth development initiative and the University's approach to conducting evaluation and impact assessment. Additionally, it presents several broader evaluation questions that faculty and students are exploring through the collaboration. This broader evaluation agenda relates to the Department of Organizational Leadership, Policy, and Development's (OLPD) themes of diversity and globalization by considering the transfer of entrepreneurship training across national contexts, the role of foundations and non-governmental organizations (NGOs) in promoting educational change, and the ethical and practical challenges of international program evaluation.
