Minn-LInK and Ramsey County collaborate on teens in home visiting

In 2004 the Minn-LinK Project worked with Ramsey County Economic Assistance and Public Health departments to examine the outcomes of teen parents served by a unique home visiting model launched in 2002. The model combined public health home visits with Minnesota Family Investment Program (MFIP) program monitoring requirements. This involved public health nurses not only attending to the teen parent's health needs, but also holding them accountable for school attendance via the MFIP sanction process. In 2005 Ramsey provided Minn-LinK with program data on participating teens to allow for a cross-system examination of whether or not teens served under the new home visiting model had better outcomes than teens who were served under the old, voluntary (pre-2002) model. High school graduation rates were higher for teens who received public health services (29.5% using Public health and MFIP and 32.0% for Public Health only) compared to those who received no Public Health (23.9%). Teens who received both MFIP and Public Health experienced the most stable and improved school attendance and the lowest rates of subsequent births compared to teens who participated in only MFIP or only Public Health services. The full report is here.

During the 2009 legislative session, bills were introduced in both the House and Senate that included permissive language allowing counties to incorporate public health nursing as a service delivery model for vulnerable populations, such as teen parents. The bills can be viewed at the following links: Senate, House.
