Khalique Rogers is a senior at the University of Minnesota, Twin Cities, majoring in Business and Marketing Education. His research interests revolve around dismantling systemic barriers within education. Khalique plans on getting his Masters Degree in Public policy with an education policy focus.

Understanding Research Evidence Use in the Context of State Education Policy

Abstract: Overall, this research focuses on policymaking at the state level, with an emphasis on the connection between the K-12 education system and measures to treat adolescent depression. The literature review portion of the study explores the public policy process in education in order to examine how research evidence is used and implemented in order to advocate for change. The literature review provides insights on strategies that others have used at the state level to craft legislation in policy windows. Additionally a case study was developed to understand the state level partisan control. Data were gathered using Quorum, which is a library for congressional bills. The results show the more Democrat-leaning a state legislative body is, the more likely that body was to have proposed legislation focused on depression in 2020. Implications are discussed for next steps on how to connect policy makers with researchers.

Faculty mentor

Dr. Matthew Weber is an Associate Professor in the Hubbard School of Journalism and Mass Communication at the University of Minnesota. With more than a decade of experience researching information ecosystems, organizations and communities, Dr. Weber focuses on the use of large-scale Web data to study processes of change. Current areas of focus include work on algorithms and knowledge, public policy processes, production of media, and the science of communication within information ecosystems. Additional research includes an examination of the role of technology in local news organizations, and the effectiveness of adopting social media within organizations.
